I think the issue is mainly more to be with;

In the UK there are a lot of smaller hosting companies and few larger ones, in the US there are fewer smaller hosting companies and more larger ones.

Then the hardware is cheaper in the US, and they typically install non rackmount servers, and the uk installs rackmount servers.

Also there are many uk offers on par with most US offers these days as well. If you are paying £153 a month at VI.net for a lame server, perhaps you are with the wrong company? Or the hardware is more expensive version than you are comparing to.
