Whitelabel VPS services certainly do exist.

It's not that simple. To offer a reliable, solid VPS service you need a complete undersanding of the technology and considerable investment in infrastructure (software, hardware, network, 24x7 staff, etc.). There are many cowboys around offering useless VPS services because they do not have a clue what they are doing. If you don't have a lot of time, money and desire to setup your own VPS infrastructure, I would strongly suggest contacting a respected VPS provider and asking if they can assist you, rather than risking your own business reputation by using an inexperienced provider.
