cPanel reliability vs. Virtual Server setup

My current host runs some sort of virtual server system allowing me a "reseller" type account. I guess I share my server with lots of other people and many more websites etc.

I want to move my account to a host offering a cPanel type solution - its cheaper and Fantastico looks interesting...

I've read things here which suggest that when a script starts taking up too many server resources or crashes a server all users will be affected. I'm not sure how different this is from my current set up but I do know I can re-boot my own server without affecting other users on the same hardware. Is the same true for cPanel setups?

On the other hand I am currently able to edit my config files, ssh etc whereas I get the impression cPanel type hosts don't allow this - maybe I won't be able toe re-boot either?

In a nutshell, are cPanel type hosts as reliable as shared virtual hosts like DSVR ? Will I miss not being able to edit my httpd.conf ?
