Do you mean a license for 10 domains, or a license for 10 servers? If 10 domains you're correct in thinking you need 30 (not 25) as a minimum to lease. Many providers can setup Plesk VPS's for you at very favourable rates. Many SWsoft partners will get the licensing for Plesk for next to nothing on the Virtuozzo platform. If you're using something such as Xen or UML pricing may be higher.

I think you'll find Webmin's more useful for people who are used to Linux, it helps automate a few administrative tasks but you still need to have an idea what you're doing. Plesk is more of a lower level letting you concentrate on your business rather than working out how the core of Linux works. Of course, if you don't go with a fully-managed server/VPS you'll still need to know how to manage the server though.
