How does it handle emails, having come from phpmanager you will know how it enables you to edit the welcome email, invoice emails and the rest, is this feature available in perlbill? as was looking at the demo and didn't see it.
Yep, you can fully edit all emails and html template files from the admin area. In the demo, once logged in click 'Settings' > 'Templates' > 'Modify' button (with default selected).

If you have the cPanel intergration module enabled you can have a welcome email sent out which can be editted for each account activation in a kind of dynamic way whereby when you activate the account, it loads up the stored email template into a big textbox allowing you to add any details specific to that account... pretty good feature really. Of course, many details are automatically put into the email such as domain, username, password, etc.

Another good thing about PerlBill is the feature of multiple template sets. This is similar to forums in the sense that you can have a number of different template sets that look different to suit a number of different site designs (eg if you sell hosting, domains, design, etc all from different websites). All you need to do is tag on an extra variable to the order link (or client control panel link) and it will use that template set.
