Where to report fraudulent UK-based hosting company?
Hello,
I hope UK guys advise me, where I can report or file a complaint regarding the fraudulent UK-based web hosting company i.e. their affiliate program scam.
perhaps some kind of US BBB.org equivalent in UK, or better some UK state bodies, online crime agencies, etc. that can consider online fraud matter seriously and perhaps take some appropriate actions?
I appreciate any helpful advice, thanks.

If it's genuinely fraud then report it straight to the police

Yep, its a police matter if its fraud, if its just a little dodgy trading standards.
However it is unlikely either of the above will acctually do anything about it unles its really big.

Thanks for your suggestions. well, I am not in the UK, so I do not think the UK police is an option for me.. any ways to do on-line?
also, I suppose, that is going be quite difficult to prove on-line scam somewhere off-line (copies of emails, screenshots, etc. I dont know..)
perhaps at least to file a complaint re. bad business practice, or something?

Best thing would be to tell us who they are and contact your credit card company / PayPal or both.

well, in my case the relation is not customer-supplier.
to make it simple, an affiliate program means:
I did advertise that company on my site, they used my services for several months and finally did not pay my services..
I'll report them to 2co/paypal, but later, first I'd prefer to find out if there are any ways to report them to the authorities that can take actions against the company itseft.. any suggestion on this way?

So it's not fraud in the technical sense.
You provided a service, they didn't pay the bill.

Trading standards may be able to help with them not paying our, apart from that there's not a lot you can do beyond only "promote" reputable companies in future - there is no "regulator" for hosting.

Well creating bad publicity for them is the best you can do. At least you will be able to stop new victims to their affiliate program.

I was considering to make a name a shame site list which would have the information protected and can only be seen by web hosts, however my concerns was with the fact of whether it would make an infringement on the data protection act. Last thing i need is some one to try sue me for holding their data.

There is no pint for hosts to see them. It is important general public sees those too.
