Hi,
It depends who they are and what they've done. The top London designers and programmers can charge upto £150 an hour, the usual rate is probably £50 an hour for the average company though. You may want to check out http://www.freelancers.net for some quotes, although watch out for the foreign conmen.

There's obviously a massive variation in price and quality - high prices don't necessarily mean good quality and vice versa. Whatever prices you set, you'll get some customers who'll be shocked by your prices and some who'll be more than happy to pay them.

It's important to not base your search on a designer or programmer solely on their hourly rate... often you'll find freelancers or companies just entering the market offering a low rate -- but due to their lack of experience the job might take them a lot longer than hardened professionals that charge more per hour.
My advice is prepare as much information on your site, eg.
- site architecture, such as sections and sub -sections
- what you want your site to do (just static site, or extra functions like e-commerce, price quote generator, forum, etc)
- a list of sites whose design you like, and why (colours, layout, navigation, etc)
- what your budget is. Not necessary to tell the agency who you're getting a quote from, but many will be able to advise what you can add if the quote is under budget... or advise on alternatives methods if the quote is over budget.
Once you have this together, contact several design companies for quotes -- if you are looking for dynamic features on your site I recommend seeking companies that do it all in-house so you don't have to orchestrate with several agencies during production.
When seeking companies, look for an online portfolio where you can peruse previous works.
Regarding whether to contact freelancers or design companies, it doesn't make much difference; there are good and poor in both.

I'll agree to all of the above.
We are in the middle of having alot of our sites redesigned, and in shopping for quotes, the min price we got was £40 an hour.

All sounds about right with what I know, lowest we've had was £250/day and the max we've paid is £700... those equate to £30-90/hr.
First of all I wouldn't charge a per hour rate, charge per job then people know what they are going to be paying from the start, there are so many wannabe web designers about you need to stand out from them, so make sure you have a lot of good sites you have done and can point customers to, but unless your extremely lucky or extremely talented this is not something that you can make a living out of.
If anyone's after a decent web designer, I know of a freelancer who charges very reasonable rates and the end result is spectacular - fully CSS driven and standards compliant XHTML.

Hi, we are using these guys to design our fastfrag site, its still in early development but from what I have seen so far they are very very good at what they do, there rates are very good aswell.
along with the new website we are also getting a mascot designed.
