Given the vast majority of us on here are Hosts ourselves, you'll be hard pushed to find any unbiased replies..

Your best bet will be to search around similar threads to this, google, WHT, any review sites you can... pick a handful of people who look like they are stable and long standing, then email them... ask them questions.. dependant on your budget, request a tour of their facilities etc (obviously not going to happen for a budget / shared hosting account!)

There are plenty of hosts on here.

I have no bias as I am not a web host

try clook.net, I have been with them since March 2004 and never had a single issue with the service, support, security or uptime.
