Your only option is to invest in a time machine, sadly they are not known to exist yet.
Your best bet would be to talk to a host that is a Microsoft service provider, as they can provide Win2k3 & MSSQL licences for monthly fees.... although the server *has* to be hosted by them (eg they cannot sell the licence for a one off fee). If you are looking at using Windows Authentication then you might run into problems, it's not usually the preferred way forward.... i'd suggest perhaps looking into forms based authentication in asp.net.

The normal standard license with 5 cal is good enough.
because cal is not really that useful in hosting.
And for mssql, from my point of view it is alot of money, but we do know a way to get them very cheap if you want please email me on admin@infinity-hosting.net
as i don't think it is a good idea to talk about it here.

except its a blatent breach of the M$ licencing, the off the shelf standard edition is *not* to be used for hosting *clients* websites on ... talk to your M$ SPLA/distributor

if you know a *legal* way to get proper licenced versions of the processor version of m$sql2k software suitable for hosting ... please share

If its one website ie one client then a OEM 5CAL will do if you register it in their name..the EULA prevents commercial hosting of third parties but if its your website........

It will be a crock. Always is. The bottom line is that the correct product always goes for the correct money. There are a lot of NFR "products" on the market. Anyone who says you don't need the retail box/holographic sticker is talking out of their butt
btw the licensing for authentication has changed slightly. Whereas before it was termed an "authenticated" and "unauthenticated" license based on credential access, its now based on the user visiting the websites ("anonymous") running on the server. For instance, win2k and HELM is actually a breach since each site runs under a user context which requires use of the credentials service. However win2003 and HELM is OK because although IIS is running sites in a user context (and thus accessing credentials services) - its the users visiting the websites which make up the licensing. Complex huh

Am I correct in thinking that via SPLA it's possible to get a commercial-web-host-compatible version of Windows Server 2k3 Web Edition for $10pm?

Nope, thats below cost. Can't say what the cost is since its prohibited in the SPLA contract, but we charge £20pm so have a guess

Lol ... thanks Lee, seems cheap for Microsoft really. I'm surprised.
