Domain is registered to an "Orbis Telecom" which appears to operate from the same place as C4L, so i'd assume it's a brand of C4L.

Yes, I had noticed relationship to C4L and the fast-hosts hosting, so had my own doubts. It did seem odd since they got hardly any hits on Google either, although it does claim to be a new network so fair enough. Hence why I asked here. However their advertised sales e-mail address bounced due a server problem so presumably they aren't planning on selling anything.
Wouldn't an ASN help prospective customers decide on whether or not their transit is worth the price etc?
Someones trying to keep something under wraps.. not the best way of getting custom IMO, if there was hype around the launch etc, there may be people waiting, but with no information, I doubt anyone is going to touch it.
