Yup, welcome to the real world. Unfortunately, if you're on DSL it is range limited by the distance from the phone exchange (i.e. the further you get from the exchange, the worse the signal gets, the lower the speed the modem can sync at). Check your ADSL modem to see what speed it is syncing at.
The other problem is that ISPs have to contend their bandwidth in order to make a profit. This means that you share your bandwidth with their other customers. Some ISPs content their bandwidth too heavily so you're sharing with so many customers you can never get a decent speed, but I've got no experience of Kingston in this regard.

You'll probably find that the speed is "upto" 8Mb as well - common marketing term used by almost all ISP's. As in the post above your speed will depend on how far you are form the exchange, and how many users are on the network at the same time - check what they say the contention ratio is. Common contention ratio is 20:1 so at some times you will get 8Mb shared between 20 users.

Hull is quite unique in the UK in that Kingston own all the network so you proabably have no other choice. Saying that a few years ago Kingston apparentlyhad the most advanced network in Europe!
