Was indeed due out on the 16th. However, major problems rolling out out have forced M$/Bungie into issuing an 'update' to the beta. It is anticipated that with so many people trying to connect to the servers, it may take up to four hours to download this patch (!)
The Halo 3 MP Beta-test is only available to those who purchase Crackdown just after release and registered for the H3 Beta Programme, as well as a few lucky parties through a lucky-dip system.
I downloaded it yesterday with no problems and the patch took about 10 seconds to download.
