*#99 'dials' the GPRS connection on most mobiles. Get the phone configured up over bluetooth as a modem, and just dial *#99 and you should be all set, provided your operator/contract will allow you full net access as it stands (iirc some (o2, voda) may want to tweak your settings on your phone by means of sim update for mobileweb type usage).
I have no idea how one would do the same if you wanted to use your 3G phone (if you have one) to pipe your net access over 3G instead of GPRS, or even if this is possible yet.
Expect to pay anywhere between £2.50 and £5 per megabyte for GPRS in the UK depending on your provider and contract.

if you dont use it much andyour plan includes 0845 calls free then a no-subscription 0845 dialup works fine for irregular/emergency use - especially with the excessive data charges from some operators.
nokia 3650, laptop with built in b/tooth, and my valuedialup account worked fine for years.
o2 did a wireless sevice in conjunction with bt openzone giving you free access , or theres always the subscription based services, cira £40/month - coverage is patchy though.
All depends on how much you need to access the 'net and where you're doing it from

Speaking of which, I tried to sign up a few weeks ago and received neither details nor any information about why it wasn't activated
