Well, for starters I'll correct your spelling

Secondly, lets break this down so we can understand what you want:
Windows 2003/IIS6 Hosting with
5Gb Disk Space, Unlimited Bandwidth
20 MySQL Accounts (Or do you need 20 MySQL Databases?)
30 FTP Accounts
Unlimited POP3 Mailboxes with 1GB Limits?
Webmail
Plesk Control Panel, PHP
Antivirus/Antispam filtering
100% Uptime
24/7 Support
UK Only Call Centres
Secure Servers meeting data protection act sensitive data requirements.
So, with that in mind, let me address the last point first:
If you have to store seriously sensitive data, then you can't expect to be using a shared server, as any notion of this being secure enough to store that upon is silly.
Now i'll address the 100% Uptime, 24/7 Support and UK Only Call Centres.
You'll be needing to deal with a company that offers premium services to get what you want here, and that won't fall into your budget.
And now, the unlimited bandwidth myth, it doesn't exist. It'll be throttled by a Terms of Service caveat that defines reasonable usage, or you'll just be inexplicably cut off when you pass past a pre-set, and unadvertised point (i.e. when they start to make a loss from you).
I'm not going to bother to address your unlimited email 1gb boxes, mysql databases and ftp accounts.
Needless to say, if you came to me with those requirements, I'd be able to fulfill your needs with a dedicated server, but wouldn't be able to fulfill your SLA or Support Needs, and I'd be asking a darn sight more than £2/week for this.
Either your budget needs to grow, or you need to realistically review your requirements and data protection needs.
