IIS FTP can be very powerfull when you take the time to set it up correctly... but there are lots of "features" which just don't have nice menu's like the other retail boxed FTP servers... Microsoft just banks on you reading the knowledgebase to find them out.
Home directories (etc) are some of these "features". Of course it does have the advantage it works with the Quota service, and ties into your windows user accounts nicely.

depends what you want it for..
if it's just to quickly get files on and off a windows box that doesnt need to be running an ftpd full time, I just use things like slimftpd :P
