Does everyone have to pay VAT?

You do if your in the EU.

As I understand it, businesses outside the EU don't have to pay VAT, nor do VAT registered business inside the EU but outside of the UK (in this case, substitute the seller's home country for other businesses obviously).

Well as a VAT registered UK business you might pay VAT, but you claim it back from HMRC on your VAT return, so in the grand scheme of things you don't pay VAT on what you buy.

The general answers are
1. because it makes the figures look artifically smaller
2. because other businesses generally dont pay VAT
3. because they get charged it and have to charge you it and want you to know they're not getting any financial benefit for being an unpaid tax-collector
4. because UK law states you have to provide the breakdown between the item cost and the VAT element

It's normaly for B2B transactions for end user transactions it normally get's added in (since they can't claim it back)
